Best PPV network for downloads?

Can you recommend a couple? I know that TrafficVance is an absolute no, but I've heard that RevenueHits and 50 do allow them. Thoughts?

I could be mistaken, just heard through the grapevine that people have had success getting them approved. Might be on a case by case basis though. Probably depends on the offer/affiliate.

Like you said, it may slip through sometime and some folks may just be cloaking.

Revenue Hits and Zeropark allow downloads.
Most networks don't.

Yup in general there's conflict of interestest when it comes to download PPV is not best way tho RevenueHits(now selfadvertiser) allows it on some of it's traffic.
