There is no "best" vertical. All verticals on mobile convert.

What it really comes down to is how big of a budget you have to spend. If you have less than $1000 then you probably want to start with a low paying offer so you can correctly test it (like an app install). Otherwise you are just going to be hoping to get lucky on a higher paying offer that will kill your budget.
