I was about to create a facebook fanpage about my niche and post my CPA link there, after posing I want to boost my post so that many people could see it. Will my account be banned if I did it?

No, your promotion just won't be approved.
1. It has to be Facebook compliant.
2. It's better to have a pre-lander (not directlink).
3. You need to have at least some activity on both your profile's page and the page where you want to run the promotion, cus if you run the promotion on a newly created page, your acount may be flagged as suspicious and they'll ask you to send the photo of your documents.
From my practice, you can send the photo up to 10 times and your application will never be reviewed, you will always get the same message about the reason for the account being blocked and it will remain banned.

The ARE possible of course, but you need to comply with their rules to run those ads. You won't be able to run "erect on demand" or some weight loss stuff there, but something like dog food, a box of wine etc would be OK.

You need to be in compliance with FB rules, then the ad will fly. Note that in some cases, even ads/boosts that are originally approved can still be rejected later on, based on the level of user complaints.
