yes as our expert @Matuloo mentioned .
just little search you can find some .
some companies also give away bing coupons , i have seen a hosting in the past years doing that , whe you reach 100$ with them they gave you 100$ Bing ads coupon ,
i don't want to mention the name cus i don't host with them any more .
then i think you have to spend some cash i the traffic source before you take advantage of the coupon .

Follow the advice above from @Matuloo and @tyoussef , never ever BUY Bing coupons, they give them to you for free, as long as you're a new Bing Ads account.

My memory is spotty but when setting up a Bing account, skip the funding step. After a few days, MS will send you a $50 coupon to get started when you fund your campaign.

A seriously bad idea. Bing coupons are FREE and available either from Bing or an authorized site. All others are against Bing's TOS and can get your account banned.
