Promoting CPI offers: Do I need a Lander?

Hi CMA,

If I want to promote CPI (utility) offers, do I need a lander for it? Do I need only banners to run the campaign? What ad network can you suggest to start with? Do you suggest to start with Tier 2-3 markets?

You should always split test but normally a good landing page always dose better then direct linking in my opinion.

Yes tier 2 and 3 markets are the best place to start.
