Facebook pages does help in promoting and bringing in traffic to a website, but you can't just rely on a Facebook page to showcase the services they offer as there are limitations on what you can post. IMO, Facebook can't replace a website in terms of functionality.

With regards to the OP's query whether backlinks provide more traffic - they do. Either by helping your SERP for your keywords go up or via direct traffic from your backlinks.
I use IE more often than FireFox. However, there are some good features that FF has that I like - one of them is the "resume download" option, which I always use when downloading big files.

Buying links, ad spaces, etc. should be primarily for traffic reasons only. Don't hope that it would get you on top of the SERPs or gain a higher PR as it would all come crashing down once Google finds out about it.
It's hard to set the right figures depending on your goals. I do set aside a portion of my budget for SEO, PPC and content development - the latter should never be left out IMO.
