In my own experiences, keeping blog posts original, niche relative and up to date would the essential for having a high PR of blogs. Of course, building backlinks from niche relative sources would also be helpful for this purpose.

Of course, having blogs is really helpful in building quality backlinks for SEO purpose since we usually have more controls on self blogging. It is more natural and effective as comparing with blog commenting, IMO.

I think the seoquake add-on for Firefox would be really helpful for this purpose. It comes with alexa and compete rank features for measuring traffic purpose.

If you could also have some attractive contents on the landing page it could be really helpful for visitors to click on the link to visit your sites and thus helps also in increasing traffics and sales of your sites.

In my own experiences, building backlinks from high PR sources, social bookmarking and putting your links in your tweets would be more helpful for indexing purpose than just submit your sites.

2. linking source down
3. search engines need time in picking up your backlinks especially on those pages with lots of outbound links and low PR
