i would agree with that DW is by far the best. However i haven't used anything else in that category really, so i couldn't for sure tell you. I do think that whatever you are comfortable using though is what you should use. I'm sure expressions does the same thing, only in different ways.
I love pngs, there is no compression loss or anything like that. If you are using an old browser, you shouldn't be online, in my opinion. You're missing out. Plus you can layer png's which makes for some neat effects.

Allright, ill make a few changes again, but yes it'll use an external stylesheet, it won't be too expansive though, mostly text effects and whatnot. I could build it in straight CSS too if you would like.
