I hear you, Minstrel but without evidence or proof (legal hold compliant Email) he's going to have a hard time proving his innocence.
He's still bound by the TOS which says no cookie stuffing, regardless...

Cookie stuffing can lead to very severe consequences .. Definitely not recommended..
I'm on an Android. It's good enough for what I use it for, but the OS sucks the battery life out of it. It takes a while to 'boot up' but in it's defense, it's like 2 or 3 years old and it's always worked.

A bit of followup on this story.
Some other guy from Nevada was recently sentenced to six months in prison for his cookie stuffing scheme and ordered to pay about $500,000 in restitution..
I'm happy to hear that you were able to figure out what happened.
As for directories, I would have to agree with Minstrel. Use directories that are well indexed, human edited and not based on a bidding model.
Ones that perform website reviews and listing services promptly and affordable...

You can definitely tell the difference between a genuine article and a spun one. While a robot may not be able to decipher the difference, a human certainly can.
