I am still getting traffic from articles I wrote many months ago. Article marketing works the best for long term traffic. For short term, consider Google Adwords, if you have the budget.

Wordpress without a doubt. There is an incredible selection of plugins available for WP that make life much easier. One I recommend is the Insights plugin. :)

Content is king. Quality content, combined with good keywords, is what will drive traffic to your blog. Bill Gates said in 1996, "Content is where I expect much of the real money will be made on the Internet, just as it was in broadcasting." It was true then and it is true now.
Use the free trial periods and download the free ebooks. Make sure you can try programs before you buy them. Find one good mentor and stick with him or her as long as you're still learning from them and making progress. Keep learning.
Ditto some of these replies. Blogger is good for rants and speaking out, but not good for a business blog. With Wordpress.org you can get your own domain name. I buy my domains at Go Daddy but host at Hostgator. I'm happy with them.
