The vast majority of networks that do ppcall do not accept offshore call centers due to the high % of fraud. One a case-by-case if our advertiser/partner will accept that traffic we can set something up but its pretty rare.
Some email list sellers may give you a small amount of data to do a test drop to see how the quality is with but for a full list you'll have to pay for it.
At least for US traffic, Facebook doesn't allow dating, email submits, nutra off the top of my head. You can usually run games, some download/CPI stuff if its legit. Lead gen is big for things like loans, solar, insurance.

That's an email submit offer - Facebook doesn't allow those. By continuing to submit links to non-permitted offers I suspect that's why you got the ad account ban.
when using the term 'click to call' some people might assume that's referencing google's click-to-call ads when it could instead be talking about people using their phones and clicking on a link on the website that loads the dialer for them....
