I've kept at it explored different traffic sources, different offers, different geos , different offer networks and found something that is working for me.
Yesterday I got my first profitable campaign with a low ROI of about 40% :)...
thanks... I'm now able to get conversions but all my campaigns are negative ROI mainly because the CPM is high...now I have only a few choices
- Reduce my cpm which results in me getting no traffic
- find another traffic source which is cheaper... for this one it tricky because cheaper traffic...

After I had set up everything on maxbounty, voluum , and sitescout .. I ran a $50 test to see I had set up everything correctly before I embark on running the campaign daily.
The test:
Amount= $50
Traffic = RON Sitescout
Offerpayout = $2.6
Bid = $0.1 cpm...

thanks, sitescout has a lot of desktop traffic... I chose it since this is what I'm targeting and there is room for scaling.

or how do you determine the cpm you would bid/pay when testing an offer
Looks sleek but it seems they've recently been doing a lot of changes since they merged with Elance. hope it doesn't' affect their service quality or affect freelancers in any adverse manner.

Using a simple redirect may not work, the best would be to create a landing page then direct your visitors to the cpa offer,
or you can use a cloaker though not recommended for long term ventures
