Are these desktop or mobile user agents? If the latter, don't be so quick to discount his claims. I'm assuming since he's sending Instagram traffic and the majority of the users are on mobile, that would make perfect sense. I can't speak for other geos, but all of the big four US-based mobile...
What you're looking for is default_destination_rate_delay. Or you can set up a custom transport for just Hotmail related domains and set a rate delay for only those domains.
