Again, depends on what you aim to do. if you want to start as a publisher 10 / 20 $ per month will do. If you want to start as an advertiser / traffic buyer, my advice would be 300 a month for a tracker and traffic to get rolling. If you start earning you gan step up to a spying tool...
You're on the right track because you're undertaking action ! ;) As far as i'm concerned trying out different verticals / offers is " throwing shit against the wall " which is actually a strategy. If you do do this throw a lot of offers in tier3 and 4 countries and test them on 2 traffic...
I just cancelled Voluum as i never get used to their silo'd interface, i have been running a trial on TrackingDesk, good one !! and also beginner friendly because of the interface and they educate you live.

As all verticals do well, master a couple of verticals, traffic sources and geo's. Don't be all over the place and focus on optimizing, geo information and keep track of trends.
