    What you're looking for is default_destination_rate_delay. Or you can set up a custom transport for just Hotmail related domains and set a rate delay for only those domains.

    Put your web server node as close to the targeted user as possible. You can do all the optimizing in the world, but if your web server is on the Moon and mine is next door to the targeted user's house, I'll beat you every time. The speed of light (latency). "Ain't" it fun?

    There's no such thing as wasted money in regards to paid traffic. That's nowhere enough ad spend to test a $40 offer. No one know what your page, offer, current keywords, tracking variables, etc. look like as to give an opinion.
