You can of course submit the same article to multiple sites.
You would probably want to stick to sites with a Page Rank of 4 or higher, this way you know you are working with sites that you know have been around and are somewhat popular.
I would invest some time and money into an article...
There are some really good programs out there that automatically submit your article for you.
You would go through the process of registering for all the sites. Then you would insert your article, keywords, description, bio [resource] box, etc.
You would manually go to each site, however...
