What are the best European networks?

Hi all, My name is Matt, I'm an affiliate program manager in Canada. I'm looking to launch a new merchant program in Europe (mainly France & Germany) and I'm looking for tips on which network to go with. I'm using Linkshare in N. America, but their reach doesn't extend much past the UK...

Attention: "role based name" email prefixes such as support, webmaster, info, contact, forum, service, affiliate, admin, traffic, partners, marketing, etc., for our member accounts are not permitted.
