404 redirection without using htaccess.

I have a problem with redirection. I want to do the redirection without editing htaccess file.

So please guide me how to do this without using htaccess.
It is affecting ranking of my site.

I would suggest you do it with .htaccess if at all possible, it is the most reliable redirect. What is the reason for not using htaccess?
