You have the right to provide an appropriate meta description. Your meta description will be compared with your on-page content, to be used in Google search engine results pages. You have the right to monitor your competitor's meta description before adding your own meta description. You have the right to use a keyword volume tool while composing your meta description. If you do not provide a meta description, one will be appointed for you before and will be shown in Google Search (or not). If you decide to ignore the meta description now and publish your content without a meta description, you may stop ranking in Google at any time.

Google is not sovereign and has no 'arrest' powers. Just Fu*k you over powers --just like social media. <that point is valid.

Google just has the option to do what they please, within their often arbitrary dictated policies, and more importantly; allowed within the laws where Google operates (jurisdiction).

So arrest warning is a joke. /s

Well, in theory, meta descriptions do not affect SEO. This is an official statement from Google, released in 2009. However, since meta descriptions show in the search engine results, they can affect CTRs (click through rates), which are linked to SEO & rankings.
