If you've seen a dip in rankings then resubmitting is not going to do anything for your site, as your site is already indexed.
As far as indexing goes you don't even need to submit to Google, because Google will find your site on it's own.
Try to obtain more backlinks to your pages/homepage and this will probably put your rankings back on track.
Make sure there are no other circumstances that could cause the drop in rankings, create an account with Google Webmaster Central to discover if there other possible issues causing the drop in rankings.
Usually it's just a matter of obtaining more incoming backlinks so i would suggest to look into that.
