Define Cloaker -- hide what from whom?
You can use generalities but every hyperlink and redirect leaves breadcrumbs.
If you want to hide the source of your traffic that is not hard to do -- losing the original referring URL is rather simple.
If you want to show different content with the intent to deceive that is a lot more complicated.

Hey Charles! Graybeard has a good point, but in general I'd say some of the best are; Traffic Armor, Fraud Filter and Magic Checker. Going to run you about $120-$200 monthly depending on the package you need. If you need more detailed info just hmu!
