From the opinions on different forums i have gone through says that yes, location of the server where your website is hosted does matters a lot, not in ranking but the search engines are using these geo location system for providing search results for the queries. Also, a lot depends of the IP of your website.

having your site hosted on an IP from your target country will help with SEO from that country. That has to be balanced with the connectivity of the data center. (good seo doesn't matter if your site won't load).

If you are targeting a global audience the datacenter connectivity matters more than the site's IP.
