Here are the screen shots..

1. Audience- These are the best options I found in terms of targeting for The App. Is there a way I can target a certain age group? If I can't get the right targeting should I still run the campaign?

2. Ad Spend- I'm trying to run this Ad in Hong Kong, according to Decisive the average manual cpm for hong kong = 0.09, should I bid higher than my current bid of 0.15?
Is Starting off with CPM the correct way to promote for beginners?

Anyway. I see what you're doing wrong.

Take away those categories/subcategories and also the day parting.
I see you're selecting different OSs and versions. Just target a whole OS instead of each version.

That should give you traffic.

One of the restrictions for promoting the app was that the OS needs to be version 2.2 or better that is why I choose so many different versions. I didn't want to get/ pay for any clicks that weren't qualified for the offer. Will I get pointless clicks if I just target "Android"?
