Different IP Address

I have seen people asking for submission to different IP Address seo directories, why is that so?

Please anyone explain.

I think different seo directories would be almost on different IPs. Of course, backlinks from different IPs would help in increasing link popularity of the linked site.

Its like vote from different people.I had my connection changed from dynamic to static to have diff IP whenever I do linkbuilding.
