Seeking Help Disclosure for Install and SOI or DOI offers?

Hi there, on a CPA campaign on the pre-landers / bridge pages when promoting a gaming offer or install offer or email submit offer. Do we have to legally put a disclosure before the link or anywhere on the page? I know we are not selling or making a commission from sale but I wasn't sure if this was still a requirement as we are getting paid to send someone to a page.

In what country (jurisdiction) --I am referring to the `customer's` location and its laws and regulations ...

If the customer is not paying or buying or the customer is offered to buy something?
 
Thanks for the reply @Graybeard. This would be the US. The customer isn't buying anything they would be installing a free game or app or just submitting their email to then play a free game. However I would receive a commission.
