Caution: In the video above, Cutts says that they are treated like any other 301 permanent redirect. However, be aware thatr Cutts has also said previously that a 301 redirect may not pass the full amount of PageRank that you would get with a regular link. That may still be a reason NOT to use URL shorteners.
