Double orders on different networks

We run our affiliate program on two networks. Recently we discovered an increase in duplicate sales for the same order numbers with different affiliates on the two networks. As part of our program we pay commission on the first click and I now have to go back and manually reverse commissions.

When I contacted one network they said this was a technical issue (a none issue) and put in a ticket. I have not contacted the other yet.

Does anyone have experience with this or have any suggestions?
