A few months ago I had a domain flagged by PropellerAds even though other traffic networks never flagged it. Are there any free tools out there to check if a domain has been flagged? I don't want to upload creatives to the domain that probably has a negative reputation for the traffic network.

To be 100% sure you can register domain for 1st time

• You can do a google.com search like this "domain.net" + "spam" for existing domain
  
• Find domain history in Internet Archive WB machine archive.org/web
• Check domain if blacklist at SPAMHAUS spamhaus.org/lookup
• Talos is free tool talosintelligence.com checks real-time threat data from a domain name, shows mail server, email volume, blocklists, web reputation, whois & content categoy
  
• Barracuda barracudacentral.org/lookups has a simple check like SPAMHAUS
  
• I have heard about Google Postmaster but never used it yet postmaster.google.com
• Ultra Tools ultratools.com/tools/spamDBLookup also have a good blacklist you can check domain (easy search)

No, I am the 1st owner of the domain. Propeller Ads' customer rep said that his antivirus flagged my domain as a spammy site. The weirdest part was that other traffic networks didn't flag my domain at all.

I have seen this happening often lately with Malewarebytes flagging sites.

It's possible, if you are allowing other remote ads (from a network); one of the ads they were accepting was changed to some malware.
What seems reasonable would be to ask for a re-determination to be done manually --or just move on.

I think you are right about that. There's a chance that the offer page from the advertiser/affiliate network was flagged initially. So the whole campaign flow, including my landing page, was marked as spammy.
