Getting backlinks without the clutter

I'm looking to get backlinks without making my website look like a nascar. So what I'm asking is this. Are backlinks from a link exchange any better than backlinks from a blog submission or forum post?

Link exchanges are dicey and could get you in hot water with Google. (Possibly)
Plus you have to reciprocate so, could add to site clutter.

Getting backlinks from targeted blogs and forums in your niche are better because they are 1 way links.

I would definately agree with Linda too..... you want to keep your site as clean looking as possible so I would go with niche forums and blogs to build your backlinks
