I think if G are serious about this and going to implement some kind of system, that means pretty much half of the sites online will have to be taken down.
Think about it, in essence an affiliate site is a doorway page as most have one page and a link to the check out.
Pages that are built around e-commerce stores, targeting pure keywords etc etc.
