Ad networks do not offer offer conversion only performance rates to the buyers of their product.

If the offer was good, the conversion funnel there and the rate of conversion reasonable --they would just offer the product themselves and not cut you in at all.

The counter argument is that the ad traffic doesn't convert.

Too many variables.

That said, I have seen ad networks that have their own offers, direct or working with specific affiliate networks, to be used on a:
Your deposit first then with ad cost performance price based on conversions.
