Before you using webmaster tools, you have to add your site first.

first if all, registered in google webmaster tool, then verify your website by uploading a html file to your website or adding a mata tag to your header portion of your website, and click on verify. once a message is shown that your website has verified then you can remove meta tag or html file from your website.

First of all registered in webmaster tool after that add your site and generate webmaster code, remember either generate webmaster code and put it in the head tag only or download html file and upload it in root folder, and verify it. That's it.

First of all you need to Login with Google webmaster tool at Google webmasters , then you need to add your websites, after add the url , you get and Google verification code, put that code in your website root and verify from Google webmaster account. See the screen shot.
