How do i come up with categories in my Niche directory?

Am planning to create a niche directory.
What am wondering about is how to create categories and group the languages into those categories.

It is a bit easy to categorize a general directories because there are so many out there that you can get an idea from, but for niche directories how do you determine how to create the categories?
Any idea will be appreciated.
