How do I go about advertising a non-incentive offer?

I got this offer I got approved for but, it's non-incentive and I'm having a hard time getting traffic to the page. Could someone give me some tips?

Well it isn't the offer that attracts the traffic, it's the traffic that converts on the offer So basically you should already have traffic on your page when you launch an offer.

Now, for tips on how to get traffic, you need to give some details about your budget, the type of site you have and others.
