Research and trial are the best options. Your research should start with identifying your target markets and demographics. You will need that data for any proposals you present to potential partners.
Depending on your offer, affiliate networks are likely your best partners. You should run trial periods with some of the top networks to see how well received your offer(s) are by affiliates, end users, and the networks.
It's a pretty easy process. Like anything else, you need to "try before you buy".
Otherwise, maybe an affiliate program could make more sense. It's a different model that requires an affiliate signup/management portal for managing their own accounts and were you provide support and creatives, etc. This is a very powerful option (IMO).
