How to target the correct ISP for small countries (South America)

I'm running some pin submit campaigns in South America and i have a problem. Some traffic source (e.g. Traffic Junky) are using an old ISP database and it isn't easy to understand which is the correct ISP to target the pin submit offers, when it is available only for some mobile carriers.
In this case, what is your plan? I did some search on Google to find alternative ISP names but it's still not easy. Normally do you contact the adv network providing the IP-ranges?
