Which kind of links would help to improve the website quality and performance in inbound links and outbound links?

Web 2.0 and Social Bookmarks is my favorite thing to do, and a little guestbook comments, just to mix it up.

Obviously. Outbound links are helpful to you. If it is comes from high PR and do follow blogs or sites or forums, it is increase your visibility on SE.

Outbound links also very important but most important is check where you submit your URL check Domain authority, page authority also. But forum posting, articles submission, web2.0, social bookmarking, etc...
