Is copyrighting like this allowed?

Hello i have come across this blog that uses only other peoples work but links to their site afterwords. Most of it is just the same and they haven't even bothered to add anything new, just removing some content from the original. They are still making around ?10 a week and i have tracked it the last couple of months.
So is this a legitimate way to make money or allowed?
Since i am not allowed to link to other sites because i am new i will tell you what site to go on, i hope Linda doesn't mind.

Anyway, this is not a good practice and they will likely get in trouble with some of the blogs they are copying from.

Sites like this are called splogs. Typically people only copy a short snippet then link to the original.
Which is still not a good idea but is somewhat tolerated. This person is copying way too much of the original authors work IMO and is asking for trouble.
 
I just read the article. It does give me a sense of how much you should use but there are other ways you can change the material around to make it yours I've heard.
Since that question has been answered. I have one more.

Not generally. The site you link to may become aware of your site as a result of that link (see trackbacks, linkbacks, and refbacks) but most people won't even be aware of the link until they're already on your site.

If you meant will this improve your search engine ranking, the answer is no, it won't. Incoming links can influence both ranking and traffic; outgoing links will have little or no effect in most cases.
