Is on-page optimization don't need to full extent?

I have some where told by an SEO strategist that on page optimization is not much needed, actually i approached him with webmaster tools site errors, and he responded me in the way not to worry about it and said me to focus more on off-page optimization (backlinks from authority websites)

is really on-page optimization to full extent is not needed? I request SEO forum members to share their experiences.

Yes, OnPage SEO is really important.
The fact is that google must understand the subject of your article. It's why now semantic is so important.
It's the first step for a good SEO Campain.

1. Keyword research
2. Related semantic keyword research
3. write content as good for google than for the reader.
4. Make some h2,h3etc...
5. If you tend to make articles with keyword like "Best ....." try to make a good array, google maybe will show it on the first result. I have many articles with best and even if i'm not 1st, my array is on the top of the results.
6. Optimize speed of your site.
7. Make good backlinks and good internal links also, it's important
