Well, as you have not mentioned about the purpose for which administration is required and this topic is posted in web hosting thread, we will take it as administration for a dedicated server.
When it comes to administration of a dedicated server, I would suggest you to keep the root access details of the server with you and provide each user access to the server according to the requirements. If a user performs a simple task on the server then it is not necessary to provide root access to the user. For this purpose, you can setup rules on the dedicated server so that each user can be provided with limited access to the server.
I would suggest you to consider a dedicated server with a hosting provider who provides fully managed dedicated servers with round the clock support so that they can help you to setup rules on the dedicated server
