Link Building Activities stops after PR update

Link building activities seem to increase a few weeks before PR update and go cold for a week or so after PR update, that has been my observation using web directory submission activities in my directory, I wonder if other directory owner experience similar circle.

Ummm, I don't know if it matters, but in Romania link building activities are running most of the time, I know that some friends, directory owners, are busy this period and they were a bit surprised at my posting about web directories being "attacked" by G. They keep on getting lots of submission.

Perhaps romania has a different submission cycle to the English speaking world, the slow down I noticed was not just from UK but from US as well.

Submission rates to my directories do increase rapidly during the middle month of the 3 month Google cycle.
