Longer views on site (traffic arbitration )

OK I took a bit of time off from internet marketing and got a real (kind of) job but I have decided to come back into the mix now I have more money to spend
Some thing I am looking at is traffic arbitrage in relation to CPM and display advertising. Back of the envelope calculations what I have found works and on paper is easy. I am sending cold traffic to landing pages and sites. The traffic is popunders and redirects BUT and here is the problem I need the visitors to stay on the site or at least have it open for 10 seconds or so to be paid. What is the best way to do this, I have thought about placing a video or more black hat wondered about putting in 100% interstitial that needs to be closed separately, I am open to any ideas white or black hat or anything in between

1. eliminate near all junk traffic and bots
2. design really compelling content

• still, you will probably have an 85%-96% bounce rate
• use noindex and google analytics to track the time on site
• expect no SEO for that domain, know that up front

This has nothing to do with SEO but all to do with cheap traffic
I am been paid aprox $2Cpm so looking for views of $1cpm
I am dealing with smaller advertising nextworks so there will be an upper limit on this at least starting out
