Media Buy: Forums or Blog Sites?

Alright, I have decided to spend 500$ per month for media buying. I am mainly focusing on the micro niche. I have found some blog sites and forums on the basis of my niche but couldn't able to decide which will be the best place for placing my ads. I know you probably suggest me to do A/B testing and I'll definitely do but if anyone here have previous experience with this then please share your suggestions.

For this case, I like forums. Because forums has a very large amount of registered users then blogs. As a result, you'll get higher CTR than blogs.

I like the blog for media buying. This is because you can use pop-up advert in the blog and you know pop-up ads have greater CTR rate. Some forum also allows pop ads but it's too much costly then blog.
