Need advice on offering coupon - customer vs publisher

Hi everyone! I'd like to offer two coupons. One for my website customers and another for my publishers. Does anyone have opinions on what's the best and fairest way to set this up so that both are happy?

My margins allow me to discount 10% off any purchase and I can pay publishers %5 for every sale.

Ideas, bad or good?

Publishers are quite inventive an will search for and grab any coupons that are out there and us them with their affiliate links, so this can mean you will pay 10% for your coupon offer PLUS the affiliate commission. You can say this is not allowed, but you are going to have to check on every sale to verify if it was done that way or not.
