Why don't all network try to upgrade your system to anti cheater ?
I think maybe they do not care
or maybe they have made more money from fraudsters.
What about those who do not cheat?

When you run the same campaign with a cheater
The advertiser detects fraud from the campaign you are running or the advertiser does not see a profit from the campaign you are running.
and advertisers decide not to pay for the campaign.
Then networks is not happy block your account or not paid
Why are we blocked and not paid? What did we do wrong?
