Have you read the latest crackdown from Google?

As of July 13, 2016 Google is banning ads for payday loans and some related products.

I'm not sure if you'd be able to get them through from now until then. They disabled 780 million ads last year, according to their public policy blog.

"Ads for financial services are a particular area of vigilance given how core they are to people’s livelihood and well being."

"We will no longer allow ads for loans where repayment is due within 60 days of the date of issue. In the U.S., we are also banning ads for loans with an APR of 36% or higher."

Google views these types of ads as predatory and causing financial harm to those most vulnerable to it.

Legitimate financial institutions will be fine and not fall under the new ban policy, they say. Mortgage and car loan lenders, credit cards, etc.

Might be a good time to make a new plan, if you're currently counting on AdWords to convert your PayDay loan offers. You may also want to make sure that you understand what the offer entails before you try to promote it.

Bless the good lord, this must be a sign from heaven giving you sinners a chance to move to a new niche. This niche really rubs me the wrong way :/
