Hi there!
I go from time to time over to Getafreelancer website. There is this job I am bidding, the guy wants someone to help him get a higher ranking on the PR update. So I bid for the job and told him that the completion will be in 90 days. I told him that the amount of time is based on the next PR update since it is the only way to know how successful the campaign was. I guess the guy doesn't get the point. Everyone else there is telling him that it would take them anywhere between 3 days and 40 days. I don't want the guy to be taken for all he is worth, but it's his money. He obviously has already been taken advantage off. He claims that someone has already done some SEO work on his site, but it is an obvious bologney. The site does not validate and it redirects from TLD to a second subdomain (I guess).
Anyway. It just bugs me that some people would so obviously take advantage of someone and the company that pretends to keep an eye on it all doesn't really care.
Just thought I'd share.

I think you need to separate higher PR from higher raking, by higher ranking what I understand is that the guy will have specific keywords ranking higher than they did at present so I think you need to clarify thing so that both you and the guy know where you stand.

There are lots of cowboy SEO around unfortunately :(

Referring to my personal opinion working /doing seo/ to clients is not an easy thing. In lucky cases the clients has some knowledge about the Internet, but I have no idea how this man would exchange the improved PR5 into cash.

If you are smart enough and your living doesn't depend on your online revenue you may create and manage /seo/ an online shop and earn money for yourself. This is my personal aim, but so far I couldn't choose any product to trade with.
 
There LOADS of cowboys around and sadly rhere are also Indians who are happy to buy the snake oil. (By Indians I mean north American Indians as an analogy).

Site owners set off on a plan to make a load of money, they then realise they need SEO, but they try to get the SEO done on the cheap. Many people laugh at me when I tell them my rates Umbrella Consultancy Services and Rates sheet but the fact is that my clients MAKE MONEY! No Matter HOW much they pay me as I will not take on a task that will not show them a ROI.
 
You got some nice rates there actually. But it is sadly the truth most people think so short term they don't realize the more You put out the more You GET out.
