I represent the Medical Centre, which specialises in the treatment of drug and alcohol addiction. The centre has been operating since 1991. For what you are outlining, you will need a professional affiliate management system,. Don't go cheap on this, affiliates for the level of marketing required on high commission promotions want sophistication. It is worth the investment.

Do you mean "How to reach out to an affiliate network and have them provide the offer to their affiliates?"

Solo ads do still work. Most everyone with solid lists and great reputations use them and also provide them.

The thing with solos, especially arbitrage, is that they are not typically brokered in the same safer environments as other forms of advertising. I do solo ads for my luxury brands and only with those in the industry that I have built personal business relationships with. You need to find others in the field your niche fits in and build relationships with those that are known to be successful and have significantly larger proven lists.
