I want further information about Google Penguin whether they fully launch around the globe or not. kindly share the latest information here

Its get launched on 24th of last month, and it shows effects even I got my ranking down for some of the keywords but now I got back my ranking and still improving for some other keywords. this update is about the keywords stuffing, webspam, writing exact keyword in anchor text as we did in the forums and it needs to change.
