I am terrified. The thing is that there are plenty of programmers in Asia who would do that job for the price stated.

You are quite right and not only in Asia but in Europe as well but there is a huge difference between quality and quantity like I have found out over the years when I used dirt cheap programmers in the past.
They tend to get the project done but the level of workmanship is generally poor compared to a quality script developed decent company that charged sensible price be it an Asian, American or European company.
But then again there is this proverb that says "If you pay peanuts, you get a monkey"
